In addition to the annual election of directors, members will be voting on two proposed bylaw amendments this year:

  1. The Organization Committee has proposed, and the board recommends approval of, a change to the bylaws to correct a prior error when the previous bylaws were published concerning voting procedure. The proposal, if approved, will permit voting for directors majority as it was intended, rather than by plurality vote.
  2. The Organization and Budget Committees have jointly proposed, and the board recommends approval of, an increase in the Orange County USBC association dues from its present $9, which it has been since 2005, by $1 to $10.

If approved by the voters, proposal #1 would take effect immediately and proposal #2 would take effect August 1, 2017.

The board is also seeking candidates interested in serving on the Association’s Board of Directors. Qualifications are simple – one must love bowling, be a member of Orange County USBC and be over the age of 14 for a youth position and over the age of 18 for an adult position.

Current Bylaw

Article IX, Delegates, Youth Delegates and Alternates

Section D. Election

Delegates, Youth Delegates, and Alternates serve for one year, beginning August 1, and are elected by:

  1. Board, adult members, and Youth Representatives1.
  2. A slate.
  3. Nominations from the floor. (Qualifications must be submitted in a format specified by the Board.)
  4. Plurality vote3. The election shall be by ballot, except that a voice vote may be taken when the number of candidates does not exceed the number of positions to be filled.
  5. Alternates shall serve in order of their election.

Proposed Change

Change Paragraph 5 to Majority Vote.

Rationale:

This election is to correct a typographical error from a previous election where it was voted that all segments of an election (e.g. Directors and Delegates) be elected by majority vote.

Article IV

Membership and Dues

Membership is in effect from August 1 through July 31 and is composed of:

Adults who have paid the appropriate USBC, state (if applicable) and local association dues; and

Youth who have paid the USBC Standard Youth dues and bowl in USBC Leagues in the association’s jurisdiction.

Adults shall pay applicable membership dues, except as provided in Rules 100e, Traveling League and 100l, Mail-o-Graphic League.

The Board, adult members and Youth Representatives[1], by a two-thirds vote, determine and adopt adult dues, if any.

Youth Representatives consist of:

USBC Youth members, at least 14 years of age, bowling in USBC Leagues within the association’s jurisdiction.

One adult representative, who is a USBC member, from each certified youth league. (A league is not eligible for representation if it has not submitted a league application.)

One center representative, who is a USBC member, from each center having at least one certified youth league.

The annual adult standard membership dues are as follows:

Local                                                   $ 9.00

State                                                    $ 2.00

USBC adult standard membership            $10.00 $13.00 effective 8/1/17 by USBC national board action

Total                                                    $20.00  $24.00 effective 8/1/17

 

The annual USBC Youth Standard membership dues are $4. State/local association dues are not allowed.

The Board may waive all or part of adult local dues for:

Adult members of other USBC associations having a reciprocal agreement with the association.

Other groups, such as seniors, etc., as determined by the Board.

The association cannot charge additional non-dues assessments.

Membership is not transferable.

Proposed Change:

Increase local dues by $1.

Total Dues would, therefore, be $25 annually.

 

Rationale:

Orange County USBC has not increased its dues since the three associations (OCBA, OCWBA, and OCYABA) merged in 2005. Costs have continued to increase while membership has declined.

The proposed increase is necessary to permit the association to continue to provide services to the membership at the present level.

This proposed amendment was submitted jointly by the Orange County USBC Organization and Budget Committees and is recommended for approval by the Orange County USBC Board of Directors.

[1] The association has members representing adult members and youth representatives representing USBC Youth members bowling in USBC Leagues within the association’s jurisdiction. A quorum of both adults and youth representatives must be present in order to conduct business. A member may only vote once, regardless of representing adults, youth or both.
